STUDY SESSION MINUTES

Board President Natalie Hagglund called the meeting to order at 5:00 PM and announced the statutory waivers/suspensions of the Open Public Meeting Act (OPMA) cited in the Governor's Proclamation 20-28.11 have been extended, including that boards conduct meetings remotely and not in person, therefore, the October 20, 2020 Study Session will be held using the Zoom platform.

Board Members Present: Natalie Hagglund, Ken Christoferson, Charlotte Murry, Miranda Evans and Al Schreiber.

Maurene Stanton, Executive Director of Human Resources provided background on steps taken to-date regarding review of proposed policy 4302, Limiting Immigration Enforcement in Schools. Ms. Stanton introduced district counsel Char Eberhardt, Perkins Coie, LLP, who provided context around the Attorney General's development of the model policy; he reviewed related statutes for the board and provided detailed input regarding the proposed policy. Discussion followed. The Board agreed additional review is needed. Mr. Eberhardt will research the deadline for adopting said policy and board members were encouraged to provide individual input to Maurene Stanton via email. A suggestion was made by Director Murry to find out if any other schools districts have adopted this policy and whether they have made any modifications.

Mr. Eberhardt provided context around revised policy 3211, Gender Inclusive Schools, a policy he noted was prompted by legislative action in 2019. Mr. Eberhardt noted the proposed changes made to the district's current policy 3211 would align with the policies WSSDA, in conjunction with OSPI, adopted based on legislation. Discussion followed.

Natalie Hagglund adjourned the study session at 5:50 PM and announced the Board would take a ten minutes break before calling the regular meeting to order. No action was taken.
