Photo of Dr. Deborah RumbaughThe Stanwood-Camano School District Board of Directors held a Special Meeting on Friday morning, May 14, 2021, to announce the selection of Dr. Deborah Rumbaugh as the next Superintendent to lead the Stanwood-Camano School District. Dr. Rumbaugh comes from the Highline School District where she currently serves as Executive Director of Instructional Leadership and Area Supervisor of Secondary Schools (aka Area Superintendent). Dr. Rumbaugh will replace current Superintendent Dr. Jean Shumate who will retire at the end of June.

“The Board of Directors is excited to welcome Dr. Deborah Rumbaugh to Stanwood-Camano School District,” said Board President Natalie Hagglund. “We are grateful to have received so many qualified applicants and want to thank our community and staff for all of their participation and feedback through this process.”

Dr. Rumbaugh will step into her new role effective July 1.


The School Board has identified three finalists for the superintendent position. Finalists are scheduled to visit the district on May 11, 12 and 13 to meet with various employee groups and participate in a community forum each night at 6:00 PM. Listed below are links to the evening community forums. The Board encourages you to provide feedback on the finalists after viewing the forums.

The district is soliciting questions from the community to be asked at the May 11, 12 and 13 community forums. Please submit questions that you would like the candidates to be asked HERE.

May 8, 2021 - Preliminary Candidate Interviews

On Friday evening, April 30th, the school board screened 23 applications for superintendent and identified six preliminary candidates to interview at a Special Board Meeting on  Saturday, May 8, 2021, starting at 8:45 AM:

*Dr. Jay Jordan, Assistant Superintendent of Teaching and Learning, Bellingham School District
*Greg Schwab, Assistant Superintendent for Secondary Schools and Facilities/Operations, Edmonds School District
*Brian Beckley, Chief Information Officer, Everett Public Schools
*Dr. Deborah Rumbaugh, Executive Director of Instructional Leadership, Highline School District
*Patrick Hegarty, Executive Director for Secondary Education, Mukilteo School District
*John Boyd, Superintendent, Quincy School District

The meeting to hear candidate interviews will be available to observe livestream or in-person. In-person attendance will be in a limited capacity, as we are required to adhere to health department guidelines (including screening, temperature taking, masking, and social distancing). After registering, you will receive a confirmation email containing information about joining the livestream. If you wish to attend in person, please complete an in-person request form -- seating will be based on the order received until capacity is reached. A link to the May 8th meeting agenda is available below and contains links to the preliminary candidates’ resumes, online feedback forms, a request to attend in person form, and health attestation form (for in-person attendance). 

After attending/viewing the interviews, you are encouraged to fill out a feedback form for each candidate (the feedback forms will be open for 30 minutes after the final interview). We are hopeful everyone in attendance will provide feedback.

Superintendent Search Updates

Superintendent SearchStarting in early February, the Board of Directors met in open study sessions to review proposals and receive presentations from search consultant firms. On February 22, at a special open meeting, the Board approved hiring Northwest Leadership Associates to conduct the search for the district's next superintendent.

Superintendent Search Survey

The superintendent search survey is now closed.
All staff, families, and community members had an opportunity to provide input to inform the district about the personal attributes and qualities they would like to see in the next superintendent for the Stanwood-Camano School District and were encouraged to participate in a stakeholder's survey. (The survey time period was March 4 through April 17.)

March 2, 2021

Board reviews search plan and timeline with Northwest Leadership Associates in a study session.

March 4, 2021
The online survey for stakeholder input is posted on the website.

March 10 and 11, 2021
Northwest Leadership Associates holds focus groups with community and staff representatives and holds open community forums.

March 16, 2021
The Board receives a focus group report from Northwest Leadership Associates in a study session (following the regular board meeting).

March 17, 2021
The superintendent brochure, including link to application, is completed and distributed nationwide by Northwest Leadership Associates and posted to the website.  

April 8, 2021
The Board receives a mid-search report from Northwest Leadership Associates in a study session.

April 17, 2021
Online survey closes.

At the April 8, School Board Meeting, our superintendent search consultants from Northwest Leadership Associates suggested that we close the on-line survey on April 17, rather than April 24, as earlier announced. The Board learned that the survey has generated 378 staff and community responses.  Closing the survey early will give the board enough time to carefully review survey responses in preparation for the Board's consideration of the Superintendent position applicants.

The Board is very appreciative of the response to the survey and looks forward to receiving even more staff and community input via the survey through April 17 and the two rounds of interviews, scheduled for May 8 and May 11, 12, and 13.  Details about the interview opportunities will be available soon.

April 24, 2021
Application deadline, paper screening and reference checks on applicants begins.

April 30, 2021
The Board receives a screening report from Northwest Leadership Associates and discusses qualifications of top applicants to the board in executive session.

May 8, 2021
Preliminary interviews take place with top candidates in an open public meeting with community and staff feedback. Following preliminary interviews, Northwest Leadership Associates meets with the Board in executive session to evaluate the qualifications of preliminary finalists.

May 11, 12, and 13
Finalist interviews take place which will include meetings with community and staff. The Board meets in executive session with finalists to discuss qualifications. 

May 14, 2021
The Board holds a special open meeting to announce the selected candidate.

June 1, 2021
At the regular board meeting, a contract is offered to the superintendent finalist.

July 1, 2021
The selected superintendent starts.

On February 2, after 44 years of service in public education and 20 years as Superintendent in the Stanwood-Camano School District, Dr. Jean Shumate announces she will retire, effective June 30, 2021. We extend our congratulations and best wishes to Dr. Shumate.
