MINUTES

 CALL TO ORDER - 1:00 PM
Board President Miranda Evans called the meeting to order at 1:00 p.m.

President Evans announced two opportunities within the agenda for public comment.

President Evans led the Pledge of Allegiance.

APPROVAL OF AGENDA

Director Schreiber moved to approve the agenda for the July 5, 2023 Regular Meeting; seconded by Director Hagglund.

APPROVAL OF MINUTES
June 20, 2023 Regular Board Meeting
Director Murry moved to approve the minutes for the June 20, 2023 Regular Meeting; seconded by Director Hagglund

SUPERINTENDENT'S REPORTS
President Evans welcomed Deputy Superintendent, Ryan Ovenell, who will be presenting the Superintendent's Reports. 

  1. Donations: Ryan Ovenell, on behalf of Deborah Rumbaugh
    Deputy Superintendent Ovenell presented the donations.

  2. 2023-24 Budget Development Update and Summary Reports: Ruth Floyd 
    Ruth Floyd, Executive Director of Business Services, presented the draft 2023-24 Budget Development Update highlighting the budget adoption process and schedule; Director Floyd presented details regarding the General Fund, Associated Student Body Fund, Debt Service Fund, Capital Projects Fund, and the Transportation Fund. Director Floyd shared that the 2023-24 Annual Budget will be presented to the Board at the August 22, 2023 Regular Meeting for hearing and adoption.                

  3. K-8 Literacy Curriculum Adoption: Colin Ryan 
    Dr. Colin Ryan presented the recommendations for Literacy Curriculum Adoption for grades K-8. Dr. Ryan spoke about the process the adoption team used to select and recommend the curriculum for grades K-5 and 6-8, which included program piloting by 39 teachers. 

CONSENT AGENDA

President Evans offered anyone in attendance the opportunity to speak to items on the Consent Agenda; she offered board members the opportunity to pull any items for discussion. There being none, Director Schreiber moved to approve Consent Agenda items 1 through 11; seconded by Director Murry.

  2. Approve the Third Reading, Personnel Policy 5001 Hiring of Retired School Employees

  3. Approve the Letter of Agreement with the Public School Employees of Stanwood-Camano outlining the process to rebid bus routes for the 2023-2024 school year

  4. Approve the Letter of Agreement with the Public School Employees of Stanwood-Camano outlining the process that will occur if no qualified Health Room Assistant substitute is available

  5. Approve the Interlocal Agreement with Northwest Educational Service District 189 for Northwest Regional Data Center (NWRDC) and Washington Schools Information Processing Cooperative (WSIPC) Services and Purchasing Program for the 2023-2024 school year

  6. Approve the FinalForms Agreement for online athletics and activities data management and registration

  7. Approve the North County Fire/EMS Service Agreement for standby emergency medical services at Stanwood High School football games for the 2023-2024 school year

  8. Approve the YMCA Pool Use Agreement for the 2023-2024 school year

  9.  Approve the purchase and adoption of the Amplify literacy materials for grades K-5

  10.  Approve the purchase and adoption of the Houghton Mifflin Harcourt literacy materials for grades 6-8 

  11. Approve the Personnel Report dated July 5, 2023 

PUBLIC COMMENT

Citizens wishing to address the Board are asked to submit online requests using the PUBLIC COMMENT link or email [email protected] two hours prior to the board meeting start time. For those attending the meeting in person, request forms are available in the boardroom for submission prior to meeting start time. Citizens who wish to provide documents to board members will hand them to the Recording Secretary for distribution after the meeting. The Board President will call upon individuals who have requested to speak during the Public Comment section of the agenda. Individuals will state their name for the record and will be allowed three minutes to speak.

SCHOOL BOARD DISCUSSION

There were no items for discussion.

ITEMS BROUGHT UP BY BOARD MEMBERS

Director Hagglund expressed her thanks to everyone for a great meeting.

Director Bayes shared she is excited about the new curriculum and thankful to those that put in the work to select the K-8 curriculum. She also shared her appreciation for the budget reports. 

Director Schreiber's comments included his appreciation for the Deputy Superintendent's participation in the meeting as well as his appreciation for the donations to the district in support of our schools. Director Schreiber expressed his gratitude for the PTAs and Booster Clubs as well as for the agreements with the Public School Employees, the North County Fire and the partnership with the YMCA.

Director Murry expressed her thanks for the work done by the Teaching and Learning Department and the curriculum adoption team, adding that this is a very positive thing. Director Murry shared that she is looking forward to the summer break and enjoying some sunshine.

Director Evans expressed her appreciation for Deputy Ovenell's participation in the meeting. Director Evans reminded everyone that there is only one board meeting in July and the next meeting will take place on August 8, 2023 at 1:00 p.m. She also reminded everyone about the free Food Service Programs offered at two of our schools this summer, which began at Twin City Elementary on July 5, 2023 and will begin at Stanwood High School on July 31, 2023.

ADJOURN
There being no further business, President Evans adjourned the meeting at 2:03 p.m.
